One sentence in each pair is an exclamation and the other is a question or a statement, and students rewrite both with the correct punctuation. The pairs are written so the meaning tells you the answer: "The lights just turned off / Why is it so dark", "My shoes are wet / My shoes are soaked", or "What is that noise / That noise is so loud". Students have to read carefully and can't just put an exclamation point on every line.
